Agromyzidae, I suppose. There are a few of those with black halters as well and I think these are more likely to oviposit in Salix leaves.

Lonchaeidae, female: On the first glance it looks like Agromyzidae, genera Ophiomyia, Melanagromyza or Amauromyza all of which possess black halteres (but exceptions occur in all three; Salix spp. are no hosts of all those). The following features exclude Agromyzidae and are typical for Lonchaeidae: Third antennal segment (= 1st flagellomere) distinctly longer than deep (= high), only one distinct upper reclinate orbital bristle close to the outer and inner vertical bristles (= vte and vti), hind cross vein in far distal position, robust end of vein R1 near the coagulation with the costa, oviscape narrow in lateral view (depressed in invisible dorsal view; such oviscapes never occur in Agromyzidae). Body size 4mm is very rare in Agromyzidae. Milos Černý agrees with my identification.
