Hi Dennis, I've marked the position of the petiole with the green circle and I'm quite sure it is Phyto melanocephala.

In all the muscoid flies veins R4 and R5 are fused together, as are R2 and R3. Crossvein r-m connects veins R4+5 and M. Vein M runs from near the base of the wing to the wingtip, in most Oestroidea and some Muscidae curving forward towards R4+5. |
