It is possibly a male Clemelis. Notice the small birstles going upwards on the facial ridge.
To confirm (or support) Clemelis: check the abdomen.
There should a a very narrow central longitudinal band on tergites with erect hairs, the hairs adjacent much more recumbent.

Let me know if you have this in your specimen !

OK ! So, these genitalia are highly characteristic and therefore a big clue. They resemble Allophorocera ferruginea, which of course is a very yellow species.
But it matches in alle features and in locality with the rarely collected Alpine Allophorocera pachystyla. So that is what it is .

Excellent find, nice work. Possibly / probably the first time its genitalia got illustrated, please submit for the gallery !
