This second fly might be a different species, but structurally it is very similar to the previous one. This was superabundant on the shingle banks of the sea. I guess the larva of this species lives between the stones in the tidal zone.

LoL, when I saw it I thought about Tethinidae and then started to look if it was a fly from the shore. And, indeed, it was. So, I think Tethinidae, but I am open to other suggestions.

The first image is from inland, so it probably belongs to a different family, though superficially similar to the second fly. Could that be a Muscidae fly?

There are only 36 species of Coenosiinae in Japan. Suspiciously low in my opinion. I do not know whether the fauna is not described in detail, or wheteher records are missing from the database, or there are only a handful of species in this group.

Genera are: Limnophora, Lispe, Caricea, Orchisia, Pygophora, Coenosia

But the genus mentioned by you is not mentioned, so I assume this species does not occur.
