Lonchaeidae is correct, though the black halters cannot be seen. Black flies, one single long orbital seta each side on the hind part of the orbits along eye margin, third antennal segment distinctly longer than deep, narrow frons, very long dm cell (discal medial cell) in the wing. |

Sorry I cant tell the genus from these photos - it may be Earomyia or Lonchaea
