This was an ichneumon-like wasp siting politely on the fence in November last year near our University building. I try with my students to identify this till now we do not know what it is. Any help with the ID will be appreciable! (three pictures progressively) Thanks!

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
