I think this is an Ulidiid fly. I do not recognize this, so you have to wait for the pros to come up with the ID.

Otites formosa (Panzer, 1796). The name Musca formosa, however, is preoccupied (Thompson & Pont 1994), and the synonymy is dubious, so no replacement name has been introduced yet; Elena Kameneva is preparing a complete revision of that genus currently.
