Found a paper about this genus in Norway:

I don't know which veins are the M1 and M2 or if they're visible in my photo, and I'm unable to follow the keys, but based in distribution of each species, mine is most probably S. punctatus, S. cinctus, S. fenestralis or S. zetterstedti. It can be ruled out any of these species? Paper comments that S. cinctus is the most common one in Norway and given the anthropogenic habitat, there is a high chance that my photo is of this species, I think.

Your fly appears to have darkened wingtips so it won't be S. punctatus. To the best of my knowledge, Sylvicolas with dark wingtips have to go under the microscope.
