This is a heavily worn Culiseta annulata. You can see the pale band in the middle of the first tarsomere, the subapical pale band on the femur and remnants of the dark spots on the wings. I think Cs. subochrea is a more coastal species, otherwise the pale colour could suggest that species as well.
