Opomyza germinationis I think, but I am not quite sure how you tell this species from O. petrei to be honest.

Jan Willem will give us a definitive answer.

I totally agree with Susan: "Opomyza germinationis I think". Normally the colouration of the abdomen can be used to distinguish between O. germinationis and O. petrei (however there are intermediates for which you need other characters). From what you see of the colouration of the abdomen it looks like it's O. germinationis. Other characters (not visible on these photos): setulae on the proepisternum, shape of the genitalia.
So no definitive answerSad, but I think it highly probable that Susan is rightSmile!
