Well, the Hymis forum (theoretically) should give the answer as it appears to be a Symphyta larva...

There is a very useful paper (but in German) that lists the German Symphyta taxa according to their host plants (see http://www.zalf.d...hlands.pdf). Unfortunately, the larvae of several genera feed on Ulmus, so I am afraid an ID is impossible. However, you could try to contact the first author, he is very experienced with Symphyta.

a couple of Symphyta people were helpless to date, additionally iI put it twice on Hymis with no response....thanks for the link, I will try this route.

there is a hint that this is Aproceros species from Argidae, something new for Europe (message from Andreas Taeger, Sundew, thanks for direction!) I wait for news from Symphyta people that write article abou this wasp.

The wasp has been finally identified! This is Aproceros leucopoda from Argidae, a Far East sp. new to Europe for at least several years. It is an elm leaf grazer and caused already some defoliation among street elms in central Europe (Bucarest). The article in J.Europ.Entomol. is appearing soon.
