It is not Neoitamus since it don't have L-shaped hairs behind the upper edge of compound eyes. The ovipositor remind me of Tolmerus (atricapillus) (sometimes included in Machimus). So I'd say Machimus is very well possible, but let's wait for a more educated opinion.
