I think it a Lonchaeidae of genus Setisquamalonchaea. Probably S. fumosa. |

The venation is not well visible in the original photograph, but it clearly shows a pale haltere (black in Setisquamalonchaea), several dorsocentral setae, threadlike palpi & other features not usually found in Lonchaeidae.

The calyptrate features are quite weak in this fly, the legs are not terribly bristly and the suture is quite weakish too. Anyway that is how we learn!
