Small parasitic fly

This little fly (ca 4 mm) was waiting at the nest entrance of some digger wasp, I suspect in order to parasitise the larvae of the wasp. Can the fly be identified? Bare sand patch in flowery grass land. Amstelveen, The Netherlands.
