Tachinidae? (small one, but brave)

This small fly (appr. 4-5 mm) tried to conquer one of our flowering plants today (at Leerdam, Netherlands). It tried to chase away even insects much bigger than itself, e.g. Megachile centuncularis and Eristalis tenax. It looks like a small tachinid fly to me.
