Moscow region, a little bit less than E. livida. Empis? Late time of year (10 sept) give me some chance to ID?

It is not Empis livida. I think a species of Rhamphomyia (just a hunch). I will have to think about this one.

Paul, thank you both for Sapromyza and Empididae. I thought that mouthparts of Rhamphomyia is shorter  .

And like I said, it is just a hunch that this is Rhamphomyia and it may well turn out to be Empis after all (if I can find out what it is, because many details are not visible ).
