This is a male Hydrotaea. Maybe Nikita can give a species name.

Males with modified fore legs (femora notched, with hooks/tubercles/ridges etc.) = Hydrotaea.

Stephane, I can't see any possibility except for H. irritans: densely grey dusted body (thuogh well may be much less dusted as well); a pair of elongated prst ac just before suture; f2 with at least 1 ventral spine visible; f3 with strong av only in apical 1/3; f3 and t3 only slightly curved. End of July and on flowers also fit good.

I hope to publish the revision of Palaearctic Hydrotaea next year. But the matter moves forward very slowly, a difficult genus indeed. On the other hand which genus is easy? Achanthiptera, may be...
