Hmmm, Xylota yes, but segnis no! The color of the thorax and the abdomen do not fit! However it is too difficult to give a name in the genus using just a picture! There are several candidates that look like this, and the differences are subtile. I suspect it to be something like a male Xylota meigeniana, but that is just a guess!
