I believe it's solved. Starting with the key to tribes and genera in Okada, 1989 (Zoological Science 6: 391-399), I've arrived to a rather peculiar genus Pyrgometopa Kertesz, 1901 (meaning 'turret-like frons' ), type species P. penicillata, described from a single female. Here's the original discription (Kertesz, 1901 - Neue und bekannte Dipteren in der Sammlung des ungarischen National-Museums- Természetrajzi Füzetek 1901, 420) which fits quite well:

Schwinger lichtbraun. Länge: 3.5 mm.
Ein ♀ aus Peru (Callanga).

Definitely a nice find!

While others can't climb, using infinite pains,
I, gravity turning to jest,
Ascend, with all ease, perpendicular planes,
Rough or smooth, just as pleases me best.

Thanks for the help, I'm going to look for more specimens, this genus does not yet have a record for Brazil.

According to a just published paper (Pirani and Grimaldi, Zootaxa 4661(3):445-456), based on specimens of both sexes from Brazil, Peru and French Guyana, Pyrgometopa is a junior synonym for Stegana
