Around Moscow, 21 okt, under dead wood, 3mm. Is it Diptera? If yes, Brachycera? Pupae or larvae?

Shape if the body, the strong bristles and the fact that it appears to be having a strongly sclerotised head. The latter is only found in Nematocera and I cannot think of any midge with similar larvae.
