It looks to be a species from the leontodontis group or near rather than ruralis. It cannot be identified from this picture, sorry.

Nosferatumyia
Bernhard Merz (1994) established the group for the species with the acvuleus tip deeply incised.

crepidis, conyzifoliae, divisa, fallax, mariannae, matricariae, mutabilis, separata, simplex, truncata, vespertina

such a wing pattern may occur in crepidis, conyzifoliae, fallax, matricariae, mutabilis
