This small onde ia from Paraíba, Brazil.
One of the smallest flies I have seen (about 0.7mm).

With humeral and subcostal break.
No M vein (just a faint trace). No cup cell.

The spur under the fore femur suggests Anthomyzidae. Check that family first.

According to Manual of Central American Diptera similar Drosophilidae and Stenomicra can be distinguished by head structure (hairs on arista and face).
