Briefly seen so only this poor photo but it's a new fly for me. Seems like characteristic thorax dusting which might help.
24th Aug. 2021 @ 18.02 on wild raspberry 5m from Jarplunder Au stream.
Flensburg, N. Germany @ 54.755938 9.422333
