Yes, close to Elachiptera, but I do not know local fauna.

Chloropidae, Oscinellinae: Elachiptera sibirica Loew, 1858 [= E. nigroscutellata Becker, 1911] or E. insignis (Thomson, 1869). Both species occure in China and both possess a yellow scutum (or yellow scutum with black stripes) and a mainly black scutellum.
