This ~2 mm fly sat on Euonymus japonicus in Ansbach, garden near Frankenhoehe Nature Park, old deciduous forest, 2019-07-19. I had tagged it erroneously as Physiphora which visit the same plant.
Can it be Ulidia erythrophthalma?

Neither
Ulidia, nor a ulidiid at all. I cannot see details, but it looks like an ephydrid, chloropid or milichiid.

Thank you very much, Val! I was cheated by it's behaviour and the Physiphora on the same shrub at the same time. I will try the suggested families - and Piophilidae?

Wing venation and antenna / arista rays are important to recognize the family, but here all is blurred.

I do not know such metallic members of Chloropidae and Milichiidae. Ephydridae seems me a plausible solution.

I think
Mosillus, or (less likely)
Athyrooglossa

Thanks again, Val, Jan and Tony!
I've found another image of hopefully this fly - less blurred - on 2019-07-19

and in August 2019 - basitarsus is pale but not white, so it may be Mosillus subsultans?

This one from August is a Chloropidae. The one from July is an Ephydridae, I can not tell which genus.

Thank you very much, Niels-Jan, it seems, these flies are too small for my shaky fingers...
