On our French forum, we were thinking about Helina impuncta for this sand-coloured fly. Then somebody asked for a picture of the legs:

Could it be Phaonia angelicae?

Hello Pierre, from what I see, female Phaonia angelicae is correct. (H. impuncta should have 1 to 3 pair of elongated prst acr and more distinctly shaded transverse veins.)
