I think it is Prosena siberita, a tachinid fly.

Paul is right,

It is the Tachinid Prosena, one species only in Europe.
Being a member of the tribe Dexiini, the larvae live in larvae of Melolonthinae.
There is one other genus of Tachinid with such a long proboscis: Rhamphina, to be found for instance in the Pyrenees.

Prosena can, locally, be quite common, around grasslands (host!)
