It is no tephritid at all.
Do you have a side view picture, too?

IMHO, it is a Pallopteridae, please change the title of the thread, then someone could help you

Chamaemyia sp. Taxonomically rather a mess because of intraspecific variation and mismatch and differences of interpretation between names of described species and actual specimens. The fact that this specimen misses antennae does not improve matters.
