Photographed very recently in Zhejiang China. Approx. 4mm in body length. Is Sphaeromiini the correct tribe? Thanks!

I think Stenoxenini.

Probably Stenoxenus stenopterus Wirth and Ratanoworabhan, 1972.

The authors write: "This species can be distinguished by its slender wing with poorly developed anal lobe, gently bent vein M2, broadly sessile medial fork, obsolete r-m crossvein, and narrow costal cell." As of 2016, the only other Asian species had paler legs.
