It is indeed a
Hydrellia.
It is still full winter here in Finland with 30 cm of snow and ice strong enough to drive on, but the sun burns hotter every day and in a few weeks the diptera season starts here too. Many flies don't mind the snow & ice, if the sun shines & air is warm they will wake up and fly around. Skientomology (not to be confused with Scientology) is fun & productive

thanks Kahis. Brrrrr you make me cold just reading! Here the problem isn't the cold so much as the wind and rain. I can't remember the last time we had a complete day without rain

. I have high hopes for April though.
