Hello Bruce,
This is indeed a female of
Toxomerus.
The picture is perfect for identification, because the key characteristic feature of the genus
Toxomerus is the triangular emargination on the eye margin at or above level of insertion of the antenna.
This is clearly visible in this picture!
North of Mexico there are 17 species of this genus, so for the species it is a bit more difficult.
Maybe somebody with more knowledge of American Syrphids can give more information about the species!
