I agree, it has the facies of some Tachinids.
But the calyptrae are small.
So, .. it isn't (I know there are exceptions)
My guess would be in Anthomyiidae or even just maybe a very aberrant Scatophagidae.

Three sternopleural bristles can be clearly seen in this picture. Scatophagidae usually has one. Anthomyiidae have 2-4. Not that it is conclusive, but I think the best guess is Anthomyiidae.
