Is this a snail-killing-fly? There are a lot of snails in our garden so...

Hi Shar.
At first glance (I'm in Turkey now and without literature) it is Luaxaniidae. Harmless for snails

I would put this down as a species of
Sapromyza
(Lauxaniidae).
