This is a male horse fly. You may have to wait for when Theo is around to get a further identification. From our European perspective, the pattern on the eyes is very distinctive but maybe there are heaps of Japanese species with similar pattern.

Sorry to disappoint you, but I cannot identify this beautiful specimen based on this picture. My knowledge of the Japanese fauna is insufficient.
So I really would need the specimen itself.

If you still have the specimen:
Does it have functional ocelli on the vertex ?
Are there any spurs on hind tibiae ?
Otherwise, I dare not even suggest a subfamily ?
It might in Chrysopsinae, but then again, it might be near Atylotus in Tabaninae.
