This is a male of Ozodiceromyia argentata (Bellardi). This is one of the 2 most common species of the genus in eastern North America - the other being O. notata (Wiedemann). Besides genitalic differences (of course), the males can be told apart by 1) O. argentata having a "teardrop" shaped shiny black area on the frons, vs. 2) O. notata having a "diamond" shaped shiny black area on the frons.
