I think that it is Notiphila.
Among Notiphila fly shares charecters of N. stagnicola (wide forehead) and N. brunnipes (black t)

Not Notiphila - they always have large bristles on the thorax, and on the dorsal side of the mid-tibia. This ephydrid is in the tribe Discocerinini, possibly Ditrichophora.

Stupid misID. Costa in basal part is so strong in compare site between R4+5 - M, that I regarded it is absence of costa.
In my key there isn't Ditrichophora
