This is a female of Empis (Xanthempis). It looks as if the thorax has much darkening on the dorsal part, meaning there are probably three stripes, and there also appears to be some greyish dusting. That leads me to believe it must be Empis punctata but I will check further.

Now I have more the inclination to say it is E. trigramma. I said I would check further and with the key and the additional image available I have several other characters back in mind.

The anterior thoracic spiracle appears to be clearly black -> E. trigramma;
The supra-alar setae apear to be present -> E. trigramma.
The dusting of the mesonotum seems inconclusive.
