seems very much like a Cecidomyiidae. The (chitinized) head capsule looks reduced, which is diagnostic for the family. You may check if there is an Y-shaped chitinized plate at the ventral side of the first segment. If so, then Cecidomyiidae, else, I don't know. Furthermore, it has a very a-typical habitus with laterally flattened tergites (?), which I have never seen in other Cecidomyiidae. so it may well be typical for a particular genus.
