Cyclorrhapha fo sure, but do you also have a (detailed) photo of the posterior end? And is this larva photographed (and found) on aquatic moss? On the second photo you can see the anterior spiracle (stigma) near the headcapsule connected to the posterior end through a whitish (lateral) line (or trachea). So this may be a reduced pneustic system, with only a single pair of anterior stigma, but I can't tell what the posterior stigma look like. Perhaps an Ephydrid? If so, then Notiphila (and off course Hydrellia) can be excluded.

atylotus: These are the only pics I have, unfortunately I did not collect. I was out for something else (pseudoscorpions).
I found it in leaf litter far away from any water source and no moss in close proximity.
I can blow up any details in the pics here... maybe I can find 'it' again if it is impossible.

Sorry, then I don't have a clue about the family. I thought the substrate looked wet. Posterior segment is usually very diagnostic, as well as the pneustic-system and the shape of the head capsule. Maybe somebody else will recognize the family.

Thanks for your efforts, I will post if I find it agan.
The substrate is wet. the leaves were under snow a couple of hour before.
