It is a tiny fly.

I think it is Platypalpus, Hybotidae.

The diversity of Empididae led to the family being split into 4 families (Hybotidae, Atelestidae, Microphoridae, and Empididae) by the raising of some subfamilies to family level (Chv?la 1983). Pre 1983 info on biology will be therefore in works on Empididae (through the genus or species). Robert

It seems that Microphoridae soon will be subfamily in Dolichopodidae and Hybotidae will be dividede into two or more families.
All Hybotidae is predators
