It's a female because it has short palps - (almost) all male mosquitoes have long palps. The eyes are similar in males and females. The male and female anophelines are distinguished by the structure of the palps (they are clubbed in the male).
I expect this is
Culex pipiens - but I say this only because it a plain coloured species that is very commonly found indoors. I cannot see the necessary charcters on the photo to be sure of the identification.
