Larvae with numerous posterior spiracles belong to either Conopidae, Oestridae, Hypodermatidae or some Tachinidae. According to Smith (1989) Conopidae are endoparaites in bees and wasps, some tachinidae in hemiptera/heteroptera, and Oestridae/Hypodermatidae in cattle/deer/horses/sheep, So your larvae belongs to either one of the latter but probably some Oestrus species.
