I think it's Hymenoptera, maybe Chalcidoidea!

I believe it is a "Bison Wasp" - Eucharitidae

I get so excited I forget to include the data: 18 May 2009, Pico Bonito National Park, Honduras. Length 4 mm to wing tip.
