Yes, exclude Muscidae - the bend in vein M is too sharp (and has a small appendix). I'd say this is probably
Bellardia, but the key characters are not easy to see clearly.

M merges to the edge of the wing,this rules out a lot of species. The abdomen is clearly metallic, this leaves only two species: stricta and pusilla. This was not a very small species, which hints towards pusilla. This happens to be the most common species in Hungary (still quite uncommon, I saw it only twice). If it is Bellardia, it is likely to be B. pusilla.
