Hello

maybe it is not exactly Pegomyia bicolor but does it belong to Anthomyidae?

Hi Maja.
I don't think it is Anthomyiidae.
I think it is Paonia, most probably Ph. rufiventris.

1. No, "Phaonia-bristles" is posterodorsal bristles on hind tibia, which aren't visible on your image.
2. So my ID is with (?) and based on general "jizz". But it isn't Pegomyia bicolor. For example, your fly has plumose arista (last photo), Pegomyia - short pubescent.
