I agree with Nikita, a female of
Geomyza hackmani or
G. balachowskyi. It looks more like
G. hackmani to me, but is impossible to be sure by just looking at the picture.
And yes, Opomyzidae can indeed be active from very early in the year untill very late in the year. For example a pair of
G. breviseta were found in copula in mid-February. I have to admit though that I often don't collect Opomyzidae before early May.
