No, it is a male
Syrphus, and here we are at our wits' end. If there were tiny hairs on the eyes, it would be
S. torvus. Hairless eyes are characteristic of
S. ribesii and
S. vitripennis, the males of them can be discerned only with the help of a microscope.

Hmmm, I disagree: this is a male Eupeodes corollae. Look e.g. at the shape and width of the abdominal markings, the shine of the thoracic dorsum, the yellow frons, the large genitalia peeping from under the abdomen.
