this fly was hanging round some larger Bibio types on a clump of nettles. Box Hill Surrey
seems to have a mite on its leg:

this is not Bibionidae fly. I would say Sciaridae.
Mite - typical phoresy in diptera.
To spread to other locals. very improbable to be some kind of parasitism here.

Sciaridae have the uncanny habit of being neigh impossible to identify from pictures. Hence few images.
