Thread subject: Diptera.info :: Genus? Family?

I got this fly at seashore during low tide in the Philippines. approx. 7-10mm. the picture is not great. I took it using a camera on my cellular phone. Red to brown abdomen, they are not active fliers though can hover through wtrong winds... They are clumping near holes dug by small crabs.

looks like a Chloropidae, but which one. Quite distinctive< I must say, so who will give the clue?

Pemphigonotus fly
There are two possible enedmic species in the Philippines: P. approximatus, and P. brunneus...
any suggestions?
