I only have this poor picture, so I hope it will be sufficient for species id.
Locality : Le Havre (France)
Date : May 6, 2007
Size : 7-8 mm

Yes, it is a female of Beris vallata. The species that looks a bit like this one (Beris clavipes) has darkened wings and some small black bands on the abdomen.
